The U.S. Supreme Court upheld a lower court ruling that threw out 28 House and Senate districts as unconstitutionally racially gerrymandered. By drawing districts carefully, Republicans in the General Assembly were able to win nearly two-thirds of seats, enough for veto-proof majorities in both chambers, while winning only slightly more than half the total popular votes.
