Environmental groups have been fighting a project proposed by Titan Cement to build a cement mining and processing plant on the Northeast Cape Fear River in New Hanover County for two years. Opponents want Titan to file environmental impact studies in compliance with the N.C. Environmental Protection Agency laws before proceeding. Backers of the plant project include several members of the New Hanover County Board of Commissioners, which promised Titan more than $4 million in incentives to build the plant. Host Frank Stasio talks to Mike Giles of the N.C. Coastal Federation; Geoff Gisler, of the Southern Environmental Law Center; and Bill Caster, a New Hanover County Commissioner, about the Titan project and the process of environmental oversight.
