Who owns cyberspace? Who should profit from its use? And how? Net neutrality, the question of who should regulate what internet service providers charge for various kinds of content, is complicated and vexing. A recent proposal between Google and Verizon has brought the question of net neutrality to the fore, as some worry that it could undermine the principle entirely.
