Lawmakers Agree On Lottery, Still Divided On Teacher Pay

Republican lawmakers have been moving slowly on state budget negotiations. They finally reached a compromise Wednesday on how much revenue they will rely on from the state lottery. But that came after hours of finger-pointing and debate over other education issues, including teacher pay.

Before negotiations even began on Wednesday morning, the mood felt sour. Senate leaders weren’t happy that the House had invited school leaders to argue against cutting teacher assistant jobs. Senator Harry Brown objected before the guests could even make their way to the podium.

State Lottery Director Says Budget Restrictions Would Decrease Revenue

The North Carolina state House’s budget plan includes a provision that would double the amount of money the state lottery can use to advertise. Proponents say that would encourage people to buy more tickets and boost revenues to the tune of $106 million, which would be used for teacher raises. But this morning, the state lottery director told lawmakers that restrictions on advertising (that are also written into the House budget proposal) would result in bringing in far less money.

House Budget Proposes Looking To Lottery Sales To Pay For Teacher Raises

State House Republicans released a proposed budget on Tuesday that is significantly different than the Senate's spending plan in terms of education. House leaders say they want to give all public school teachers raises without making them give up their job protections.

They're also looking to pull from lottery money to pay for those raises, instead of making cuts to public education.

Today is the five-year anniversary of the founding of the North Caroline Education Lottery. When it was created in 2006, North Carolina was one of the last states east of the Mississippi to create a lottery.
