The state House and Senate are entering their fifth week of negotiations over the state’s $21 billion budget. The Senate is scheduled on Monday night to take on at least one other major piece of legislation and two bills intended to beef up policing in North Carolina.

Medicaid Overhaul

The point of this legislative session is for the General Assembly to make adjustments to the state’s budget. But talks are moving so slowly, that Senate leaders last week said they might as well take up an overhaul of the Medicaid system.

NC Bill Asks For Donations, License Plates To Pay Teachers More

  State lawmakers say they want to create an education endowment fund to help pay high-performing teachers more money.

A proposed bill passed by a Senate Education Committee on Wednesday suggests collecting money for the fund through individual and business donations, tax refunds and special license plates.

Originally introduced by Republican Lt. Governor Dan Forest, the proposal presents a framework for an endowment and does not lay out the criteria for how the money is used.

Court To Hear Arguments In ‘Choose Life’ License Plates Case

A federal appeals court is scheduled to hear arguments today on whether North Carolina can offer license plates with an anti-abortion message without making an alternative available to supporters of abortion rights.

The deliberations, set for the U.S. Court Of Appeals for the Fourth District in Richmond, Va., center around the question: Does a license plate represent the speech of the state or of the driver carrying it on a vehicle?
