Carolina is home to more than 1000 adult care homes – spaces designed to provide shelter and assistance to those living with disabilities and mental health issues. But an in-depth investigation by Carolina Public Press reveals a broken system where oversight for the care homes is inconsistent and shuffled back and forth between state and county agencies.

A federal judge says he will not dismiss a lawsuit against the North Carolina DMV that accuses the department of discriminating against drivers with disabilities. 

The complaint was filed by the group Disability Rights North Carolina

It says DMV workers are using the state's Medical Evaluation Program to target disabled drivers for further review when they apply for licenses. 

The program allows anyone to request a medical evaluation if he or she believes a driver can not safely operate a motor vehicle.

A new exhibit at UNC Chapel Hill aims to challenge the way people think about the word "disability." It's a collection of photos and narratives written by students called "This Able Life." UNC junior Katie Savage founded the campus group, Advocates for Carolina. She says she hopes the exhibit will help dissolve the stigma often associated with disability and transform the word into something celebratory that empowers and inspires.

In 1990, the Americans with Disabilities Act opened up a host of protections for people with disabilities. Amongst its gains, it banned workplace discrimination and forced government and commercial spaces to become more accessible.

A new study by Disability Rights North Carolina says the state is failing disabled children with complex treatment needs. Vicki Smith is the advocacy group's executive director. She says the state isn't following its own guidelines for treating children with both a mental illness and developmental disability.

Vicki Smith: These are kids, so there should be really good robust cooperation and collaboration between education and mental health and social services, because we have to treat the whole child.
