Back in January, state leaders declared 2007 "the year of energy". Lawmakers filed dozens of proposals to make the state greener. But six months later, the one state office dedicated to energy efficiency is on the chopping block. And that has some people wondering who’s writing North Carolina’s energy policy. Laura Leslie reports.
