An agreement on beach driving has been reached between environmental groups, the National Park Service, and two counties on the Outer Banks. The consent decree filed yesterday will allow off-road vehicles in places around Ocracoke and Hatteras Island, but with stronger restrictions. Environmentalists say those restrictions will protect wildlife, like the American Oystercatcher and sea turtles, which nest in the area. Dave DeWitt reports that the agreement has been a long time coming.
