So it's official - Mecklenberg Dem Beverly Earle is the fifth Black Caucus lawmaker whose family member received a scholarship from the Caucus's Foundation in the past two years. She joins fellow House Dems Larry Womble (Forsyth), Earline Parmon (Forsyth), Jean Farmer-Butterfield (Wilson), and Alma Adams (Guilford).
Charlotte's Mark Johnson convinced Earle to talk about it this afternoon. Earle said the scholarship went to her sister's granddaughter at NC A&T, but she didn't offer additional details except to say that the recipient was deserving.
Earle also told Johnson she didn't know "why the caucus was under attack."

According to the release the Caucus sent out today, it used to fund scholarships through the financial aid offices of selected Historically Black Colleges and Universities, letting the schools award the funds as they saw fit.
That changed in 2005, during the tenure of then-chair Beverly Earle. That's when the Foundation started choosing actual recipients, although the funding still goes to the university, not the student.
Farmer-Butterfield said yesterday there was no caucus rule or law against recommending a family member for a scholarship, if that student met the criteria. But today, current chair Alma Adams said the Caucus is reviewing its selection process.
