The incentive bill passed its 2nd House reading 62-43.
Update: third reading - 61-44
Durham Dem Paul Luebke spoke briefly before the third reading, warning his fellow Dems that that's "60M we don't have for mental health."
Some of his other comments:
"We should be thinking a whole lot more than we are about what we are doing....It is too speedy."
"JDIG had 63 hours of debate. We have not had 63 minutes of debate on this. Okay, maybe it's 65."
"I think we've made a big mistake here."
Wake Dem Jennifer Weiss spoke, too: "I think we better hurry up and wrap things up before we go to 80 million."
Weiss made a great analogy to parents buying things for kids. "You get the first kid a car and a cell phone, you're gonna buy the rest a car and a cellphone. Folks, we just bought the car and the cellphone."
