At tonight's 7:30pm special session (called by the Governor at about 7:10pm), Speaker Joe Hackney told the House that the H1761 compromise bill isn't ready yet. So both chambers adopted rules for the new session, and then agreed to reconvene both sessions in the morning, at which point Hackney says the bill "may well be ready."
Hmmm. That doesn't sound so good.
Outside the conference room where negotiations with the Senate are underway, H1761 cosponsors Margaret Dickson and Rick Glazier were huddled around a table with Easley advisors Franklin Freeman and Dan Gerlach, plus Hackney counsel Canaan Huie and some of the Speaker's other staffers, all talking intently, with Huie writing furiously on a piece of paper perched on top of a stack of files. So yes, they're definitely still working on it.
