Tuesday Update: Claws out

Durham Dem Paul Luebke tried unsuccessfully to run a "clawback" amendment to the incentives bill. It would have allowed the state to recover all the money it's given to a grantee company if that company cuts more than 20 percent of its payroll in a given year. Luebke said the clawback would provide even more incentive for the company not to cut jobs here.
Bill sponsor Rick Glazier strenuously objected, saying the bill provides enough protections as it is. What if there's a recession in three years, he said, and the company has to cut jobs? Why penalize the company further? Besides, the Commerce Dept can add more restrictions if it wants to.
The amendment failed, 41-63 or thereabouts.
