After a brief stop in House Appropriations this morning, the Goodyear compromise is now on the House floor.
Second, the bill was still being tinkered with early this morning. Senate negotiators were arguing over some of the language and the numbers. So while sessions started at 10, the bill wasn't ready till 11am.
Anyway, everything's up and running now, including the speech timer.
Cumberland Dem Rick Glazier says NC is competing for Goodyear's investment against Alabama, who has a 57M bid on the table, no strings attached.
Cumberland Dem Marvin Lucas says it's good for everyone.
House minority leader Paul Stam (R-Wake) says if he couldn't support a 40M plan, he sure can't support 60M. And he says the bill's requirements (a payroll of 2000 plus 200M in investment) is unfair to mid-size and small businesses. "You can talk all you want about trickle down theory - but this is discriminatory."
