Friday update: Never on a Sunday

Whoops. When House Speaker Joe Hackney scheduled a third budget vote for 12:01am Sunday, he forgot about an old rule that bans the House from convening on Sunday morning. (Hat tip to Mark Binker, who noted that rule yesterday.) Hackney would need Republican help to suspend the rule, a motion that requires a 2/3 vote.
But GOP help is apparently not forthcoming. Hackney just announced that the House will take its initial vote on the budget during its workday tomorrow, but third reading and final vote won't be till sometime Monday.
Interestingly, the Senate has no such rule, so there's a very good chance they could go ahead with their final budget vote at 12:01am Sunday. Leaders like to hold budget votes as close together as they can to minimize the chance that votes could change - and letting legislators go back to their districts between votes is considered very risky. Hackney may be comfortable taking that chance, but I'll be very surprised if Senate leader Basnight is.
